“Construction Packages” 1 to 5

The California High-Speed Rail Authority’s Construction Package 1 (CP 1) is a 32-mile stretch of civil engineering site work (earthwork, viaducts, bridges, etc.) between Avenue 19 in Madera County (near Madera) and East American Avenue (just south of Fresno), under design-build contractor Tutor-Perini / Zachry / Parsons (TPZP).

The California High-Speed Rail Authority’s Construction Package 2-3 (CP 2-3) is a 65-mile stretch of civil engineering site work between East American Avenue in Fresno County and one-mile north of the Tulare-Kern County line, under design-build contractor Dragados-Flatiron Joint Venture (DFJV).

The California High-Speed Rail Authority’s Construction Package 4 (CP 4) is a 22-mile stretch of civil engineering site work between one-mile north of the Tulare-Kern County line and Poplar Avenue in Kern County (near Shafter, north of Bakersfield), under design-build contractor California Rail Builders (CRB).

The California High-Speed Rail Authority’s Construction Package 5 (CP 5) would be laying down rail on these 119 miles, called the “Central Valley Segment” in the California High-Speed Rail Authority 2020 Business Plan.

Electrification of the Central Valley Segment will occur at a later time. In the meantime, perhaps Amtrak could use Charger 125-mph diesel engines on the 119 completed miles of dedicated track for its San Joaquin train service.

Other infrastructure on the Central Valley Segment will include stations in Madera, Fresno, and Hanford (Kings/Tulare) and a “Heavy Maintenance Facility.”
